باكستان تتحول إلى منطقة أعمال من خلال الممر الاقتصادي الصيني الباكستاني


قال وزير الشؤون البحرية الباكستاني، علي حيدر زيدي، إن بلاده تعمل على تحويل نفسها إلى منطقة أعمال مزدحمة على وجه السرعة عن طريق اغتنام الفرص التي يوفرها ميناء غوادار في إطار الممر الاقتصادي الصيني الباكستاني.

وخلال إلقائه كلمة في حفل افتتاح معرض غوادار لعام 2019، لفت الوزير إلى أن باكستان مفتوحة للمستثمرين وأن ميناء غوادار لديه إمكانات كبيرة ليكون مركزا للأعمال والتجارة نظرا لكونه بوابة للعالم وسيعود بالفائدة على باكستان وجيرانها والمنطقة.

وأوضح الوزير أن التقدم الذي يحرزه ميناء غوادار من شأنه أن يساهم في بدء نشاط تجاري من أعلى مستوى إلى أدنى مستوى في الاقتصاد المحلي في باكستان من خلال مساعدة الاقتصاد المحلي وتعزيز التصنيع.

وانطلق معرض غوادار لعام 2019، الذي عقدت دورته الأولى العام الماضي، في مدينة غوادار الساحلية بجنوب غربي البلاد، حيث يوفر منصة للتفاعل بين رواد الأعمال المحليين والأجانب، مما يزيد من آفاق التصدير عن طريق التفاعلات المثمرة بين رجال الأعمال فيما بينهم من جهة وبين رجال الأعمال والمستهلكين من جهة أخرى.

ووفقا لشركة الصين القابضة للموانئ الأجنبية، المشغلة لميناء غوادار، تشارك أكثر من 100 شركة في هذا الحدث، الذي يستمر يومين، حيث تفيد توقعات بأن نتاجا كبيرا سيتأتى جراء التفاعلات بين المشاركين.

وفي هذه المناسبة، قال رئيس مجلس إدارة شركة الصين القابضة للموانئ الأجنبية، تشانغ باو تشونغ، أن غالبية العارضين والمشاركين في المعرض هم من الشركات المعروفة المتخصصة في قطاعات مختلفة، بما في ذلك النسيج والتطوير العقاري والزراعة والخدمات اللوجستية والمستحضرات الدوائية وتصنيع الآلات.

وأفاد أن “العديد من المستثمرين الصينيين والشركات الباكستانية توصلوا إلى اتفاقات تعاون فيما بينهم حتى قبل انطلاق المعرض”، مضيفا أن المستثمرين الصينيين أخبروه أنه بوسعهم استيراد أكبر قدر ممكن من البضائع، مثل الرخام والأطعمة البحرية وغيرها من غوادار.

وذكر تشانغ في الحفل أن شركة الصين القابضة للموانئ الأجنبية والمستثمرين الصينيين الآخرين يركزون بشكل خاص على رفاه السكان المحليين في غوادار من خلال بناء المدارس والمستشفيات وخزانات المياه الصالحة للشرب وبدء مشاريع للحد من الفقر والمزارع الخضراء.

من جهته، قال رئيس هيئة ميناء غوادار، نصير خان كاشاني، إن جهود التنمية التي بُذلت في مختلف القطاعات خلال السنوات القليلة الماضية ستؤتي ثمارها قريبا مع مشاركة المستثمرين الأجانب والمحليين.

ولدى تعهده بتوفير أفضل التسهيلات للمستثمرين والتجار، أوضح كاشاني أن عملية منح الإعفاءات الضريبية للمستثمرين قد بدأت بالفعل وسيتم الانتهاء منها والموافقة عليها والإعلان عنها قريبا.

باكستان: علاقاتنا بالصين تضمن أمن واستقرار المنطقة


قال وزير الخارجية الباكستاني شاه محمود قريشي إن العلاقات بين باكستان والصين تضمن الأمن والسلام والاستقرار في المنطقة.

وأضاف قريشي الذي بدأ اليوم زيارة رسمية إلى الصين تستمر ثلاثة أيام أن مشروع الممر الاقتصادي الباكستاني الصيني يضمن الأمن والسلام في المنطقة إلى جانب التنمية الاقتصادية والربط الإقليمي.

وأوضح في كلمة ألقاها بمعهد الصين للدراسات الدولية الاستراتيجية في بكين أن المنطقة لا تتحمل المزيد من التوتر، ويجب على جميع الدول السعي من أجل السلام.

وجدد رغبة بلاده في حل جميع الخلافات مع الهند سلمياً عبر الحوار البناء لضمان الأمن والاستقرار الإقليمي.

باكستان تتطلع إلى قرض صيني بقيمة 2 مليار دولار لرفع الاحتياطي لديها


تعتمد باكستان على قرض من الصين، سوف تحصل عليه بحلول الأسبوع المقبل، لدعم احتياطيات النقد الأجنبي وتحقيق الاستقرار لاقتصادها، قبل وضع اللمسات الأخيرة على خطة إنقاذ من صندوق النقد الدولي.

ونقلت وكالة "بلومبرج" للأنباء عن محافظ بنك باكستان المركزي، طارق باجوا، قوله في مقابلة على هامش "منتدى بلومبرج للاقتصاد الباكستاني" في كراتشي، أمس الاثنين، إن الدولة الواقعة في جنوب آسيا تتوقع الحصول على أكثر من 2 مليار دولار من الصين هذا الأسبوع أو بحلول الأسبوع المقبل، كقرض تجاري.

ولم يقدم باجوا أي تفاصيل حول شروط القرض.

ويشار إلى أن المبلغ سوف يساعد باكستان جزئيا على سد فجوة التمويل التي أصبحت نمطا لدورة الانتعاش والانكماش الخاصة بها.

وكانت مؤسسة "فيتش" خفضت تصنيف باكستان الائتماني في ديسمبر الماضي بسبب تزايد المخاطر التي تحيط بالديون الخارجية على باكستان نتيجة انخفاض الاحتياطي النقدي وارتفاع قيمة خدمة الدين الخارجي واستمرار تدهور الوضع المالي للبلاد.

نائب وزير الخارجية الصيني يلتقي رئيس أركان الجيش الباكستاني


التقى نائب وزير الخارجية الصيني “كونغ كسونيو” الذي يزور باكستان حالياً مع رئيس أركان الجيش الباكستاني الجنرال قمر جاويد باجوا في مكتبه في المقر العام للجيش الباكستاني بمدينة راولبندي اليوم.

وبحث الجانبان خلال اللقاء الأمور ذات الاهتمام المشترك، إلى جانب التعاون الثنائي والوضع الأمني الإقليمي خاصة التوترات الجارية بين باكستان والهند.

وأشاد نائب وزير الخارجية “كونغ كسونيو” بجهود باكستان تجاه الأمن والاستقرار الإقليمي.

الصين ترحب بقرار باكستان لعودة سفيرها إلى الهند


رحبت الصين اليوم بقرار باكستان لعودة سفيرها إلى نيودلهي وإرسال الوفد لمناقشة مشروع معبر “كارتابور” الحدودي، قائلة بأنه سيساهم في تخفيف التوترات بين باكستان والهند، وقال المتحدث الرسمي للخارجية الصينية “ليو كانغ خلال إيجازه للصحفيين في بكين اليوم بأننا لاحظنا هذا التقدم، ونعتبره خطوة إيجابية، ونعتقد بأنه سيساعد في تخفيف التوتر.

وأكد المتحدث بأن الصين ستواصل لعب دورها البناءة لتعزيز الحوار بين البلدين المجاورين.

وفي تعليقه على الزيارة الحالية لنائب وزير الخارجية الصيني لباكستان قال بأن نائب وزير الخارجية الصيني يقوم بزيارة باكستان حالياً تلبية لدعوة إسلام آباد وذلك للتواصل مع الأخيرة حول الوضع الراهن في المنطقة.

وأشارت إلى استئناف خدمة القطارات بين باكستان والهند بعد توقفها لعدة أيام، مع استئناف الرحلات الجوية في مطار لاهور الباكستاني القريب من الحدود مع الهند.

وأخبرت صحف باكستان عن مقتل 15 شخصًا وإصابة العشرات، بحوادث سببتها الأمطار الغزيرة والسيول في إقليم بلوشستان الباكستاني.

الصين تحث باكستان والهند على ضبط النفس

وقال المتحدث باسم وزارة الخارجية الصينية “لوكانغ” بأننا نأمل في ضبط النفس من قبل إسلام آباد ونيودلهي وتفادي من المزيد من تصاعد التوتر.

ودعت الصين باكستان والهند إلى حل القضايا العالقة عبر الحوار لاستعادة الاستقرار والسلام الدائم في جنوب آسيا.

?Why India is Anxious about CPEC

          In the 21st century, China has emerged as a strong economy.  It has surpassed Japan and achieved the status of the world’s second-largest economy after America. In order to keep its huge economy lubricated China requires copious amounts of black crude.

 Thus, Chin has the great thirst for hydrocarbon resources especially Middle Eastern oil.  Regarding energy security, china is very curious because of the dominance of  America around the Middle East.  Along with it, the US has a strong hold on  the main sea lanes of  communication of the Indian and Pacific Oceans.  This, of course a dilemma for Beijing.
 
     The Strait of Malacca is under strong influence of the US, which is a very significant choke point in the Indo-Pacific Sea lane of communication, from where almost 80pc of crude oil transported to Chinese ports.  American presence around the strait is creating serious dilemma for China which is called “The Malacca Dilemma”. In order to deal with Malacca Dilemma china has initiated the Belt and road project in 2013 and under that project china has to develop six economic corridors under Belt and Road.

          The China-Pakistan Economic Corridor (CPEC) is known as flagship project of Chinese Belt and road Initiative (BRI) with Imran Khan’s visit to China in November last year the project is gaining new heights.  The newly elected government in Pakistan has vision to broaden the scope and level of CPEC development projects.  Agriculture and livestock and socio economic development are also included in the CPEC projects.  According to leading experts on geopolitics and geo-economics, CPEC is a game changer project for South Asia. It will change the  geopolitical as well as geostrategic landscape of south Asia and China will emergence as a key stakeholder of Indian Ocean Region and it will ultimately hurt the balance of  power in the  region especially it will a clear challenge for Indian hegemonic designs in the region.
 
If we critically analyze the situation regarding Chinese investments in Pakistan and other South Asia countries, India seems to be under extreme pressure.  India keeps a strict watch over china’s developments.  India is cautious and  suspicious enough over Chinese moves in Pakistan.  It is because of India china relations that the both countries are emerging economies and have not a good history in strategic realm.  Both have fought a war in 1962 and engaged in many skirmishes.  So under this background, India perceives china’s ventures in south Asia a threat thus pursuing antagonist diplomacy.

    It is attempting its best disrupt and damage China-Pakistan cordiality.  With Modi’s declared anti Pakistan policy, India was struggling to isolate Pakistan at regional and world levels.  However, as India got disappointment to observe that due to the construction of the CPEC, Pakistan was getting popular at the regional and world levels.  India does not want china to enhance its trade and investment in other countries through the connectivity to be facilitated by the CPEC.  Since India considers itself as a competitor to china at regional and world levels, it does not want china to further advance in economic diplomacy based on CPEC-related connectivity.
 
          Without the shadow of doubt, CPEC is the real competitor of India.  Indian strategic and economic ambitions are under challenge because of Chinese ventures in the region. Realistically speaking, Indian intelligentsia and policy making circles are not able to study the emerging scenario.  It will be highly favourable and fruitful for India if it joints CPEC.

        In fact it is an opportunity for India to boost its economy and uplift its deprived masses.  But it is quite infelicitous that India is looking towards the whole region with the optics of Saffron Terrorism and Arthashastra, which is clear and present danger for regional peace and stability.


Pakistan, China and Afghanistan- All set for More Regional Cooperation

With the commencement of CPEC, the role of Pakistan and Afghanistan in the region has become more important. As Afghanistan’s strategic location helps the Central Asia to have access to the Gulf and African markets through Gwadar, and Pakistan being the hub of regional connectivity through Gwadar is set to change the shapes of international trade.

In a bid to resolve key issues such as terrorism and peace in Afghanistan, Pakistan along with China and Afghanistan has consistently been holding trilateral dialogues to address issues. With key militant fighters threatening both the relations and CPEC, it is imperative for both Pakistan and Afghanistan to address their concerns in order to achieve the larger cause of regional connectivity. In this connection, Pakistan, China and Afghanistan signed MoU vis a vis anti-terrorism cooperation during second trilateral ministerial dialogue in Kabul on 15 December 20018. The MoU was signed by Pakistani foreign minister Shah Mehmood Quarshi and his Chinese as well as Afghan counterparts Wang Yi and Salahuddin Rabbani respectively. The signing of document was witnessed by afghan President Ashraf Ghani.

While speaking at trilateral dialogue, Salahuddin Rabbani said that collective efforts were required to address the common challenge of terrorism. “We desire to strengthen our relations with Pakistan,” he said and also appreciated the Chinese One Belt One Road initiative. Shah Mehmood Quarshi, during a joint press conference, called for a joint strategy to eradicate terrorism from region. He said he was visiting Kabul to bridge the trust deficit between the two countries. “We all want peace and stability in Afghanistan,” the minister said, adding that Pakistan will continue to play facilitative role in Afghanistan reconciliation process. “We will do everything to support the growing momentum towards reconciliation provided other play their due role and share responsibility and create an enabling environment towards that end.” Whereas, Chinese FM Wang said that Beijing will extend all possible cooperation to build trust and confidence between Pakistan and Afghanistan. China will also assist in establishing connectivity projects including a rail line between Kabul and Kandahar, he said, adding that Beijing “desires to make Afghanistan a part of the CPEC.” China and Pakistan congratulated Afghanistan on the completion of parliamentary elections and welcomed the efforts of Afghan government for holding the presidential elections in 2019.

During the dialogue of three sides, once again, declared their commitment to further strengthen their relations, depending cooperation, advancing connectivity under the Bely and Road Initiative (BRI), Regional Economic Conference on Afghanistan (RECCA) and other regional initiatives. They also reiterated their strong resolve to fight terrorism in all its forms and manifestation, and without any distinction while agreeing to continue efforts for building political mutual trust and support reconciliation, development cooperation and connectivity, security cooperation and counter-terrorism as the three areas of the trilateral cooperation. They resolved to support the Afghan led inclusive peace process that was fully supported regionally and internationally, as the most viable way to bring peace in Afghanistan. In this regard, Pakistan and China appreciated the efforts of President Muhammad Ashraf Ghani especially for the comprehensive peace plans. Moreover, China expressed its readiness to support Afghanistan and Pakistan in building immigration reception cetre and drinking water supply schemes at each side of the Ghulam Khan khel crossing point and to explore cold storage at Chaman and Spin Boldak. They expressed their determination not to allow any country, organization or individual to use their respective territories for terrorist activities against any other countries. They took stock of trilateral cooperation in their fight against terrorism and underlined that need to further strengthen counter-terrorism coordination and cooperation in an effort to combat all terrorist groups and individuals without any discrimination.

Mr Quarshi reaffirmed commitment to eradication of terrorism, and also said that “better border management between Pakistan and Afghanistan and intelligence sharing will be greatly beneficial for the both countries”. He also added that Pakistan will continue facilitative role on Afghan reconciliation process and will do everything to support the growing momentum towards reconciliation. Presence of Afghan President Ashraf Ghani sent a strong signal that Afghan government wants to end this war. President Ashraf Ghani met Chines FM after the signing of the MoU and sought his country’s cooperation on strengthening a regional peace consensus. This step has been taken by any Afghan government to invite China for this outstanding issue of the region sine more than two decades. Mr yi said that his country also wants to further strengthen relations with Afghanistan and desires to make it part of CPEC. Pakistan being the victim of terrorism has always supported dialogue process for peaceful resolution of Afghan conflict and has always welcomed and step taken by international community for peace resolution.

Chinese Think Tank however, expressed concerns as Hu Zhiyong, a research fellow at the Shanghai Academy of Social Science Institute of International Relations has warned that the move to include China in peace process in the region may lead to sabotage from India in order to destroy the implementation of BRI in Pakistan and India has always believed that BRI is a strategy by china to encircle India and show its dominance in Asia and has been accused by Pakistan of supporting the nationalist insurgents in the Baluchistan Province. Separatists from Baluchistan who oppose BRI projects in the province claimed the responsibility for an attack in November against the Chinese Consulate that killed four people.

Meanwhile, Li Wei a counter-Terrorism expert at National Defence University, told the Global Times that in long-term, India will also benefit from a better security situation in South Asia. Li noted that China uphold the win-win strategy and its principle of “Afghan-led and Afghan-owned” in promoting the reconciliation process in accordance with the country’s own will with regard to the issue, which is a major reason for the smooth proceeding of the trilateral dialogue. Moreover, Chinese Foreign Ministry Spokesperson HUua Chunying while terming the second China, Pakistan and Afghanistan Trilateral Foreign Ministers Dialogue held in Kabul a great success, said that china would remain in close contact with the two sides to implement the agreement made during the dialogue, “We believe that meeting is a great success. We will remain in close contact with the two sides to implement these relevant agreements,” Chunying said during regular briefing.

THE US PUSHED THE ‘INDIA OFFICE’ OUT OF THE PENTAGON

In the start of the second millennium, the year 2000, Russia started re-emerging as a great military power and China became an economic giant. The United States perceived such developments as a challenge to the established world order. The US prepared a comprehensive strategy to contest great-power competitions in Asia, Europe and the Middle East. Capitalizing on the local dynamics in South Asia, the US picked India as its strategic partner to contain China. The US also hoped that it would eventually pull India out of the Russian camp and hence deprive Russia of a major defense client

In 2005, United States signed a civil nuclear deal with India and described it a pivotal moment for the beginning of a strategic relationship between India and the US. India became a strategic ally and partner in Asia. To appease India, as an immediate reward, the US turned a blind eye to Indian proxies against Pakistan.

In 2015, the US allowed India to have a Rapid Reaction Cell inside the Pentagon with seven officials representing various wings of the US Department of Defense to speed up defense deals, liaisons and sharing of intelligence. In 2016, US President Donald Trump went a step further and even changed the name of US Pacific command to Indo-Pacific Command to hint more prominent role for Indian armed forces. US believed India was fully aligned with US interests and was no in the Russian camp. However, over a period of time, it all proved an illusion. The US was disappointed with hefty Indian defense deals with Russia and with Indian voting patterns in the UN General Assembly.

The US took 13 long years to understand that India is not its strategic partner. Consequently, this month the Pentagon moved the “India office” (Rapid Reaction Cell) out of the iconic building to some 10 kilometers away in another administrative building, and reduced its workforce. The immediate cause of such doing is not known, neither any of the countries are discussing the same.  However, visible signs of non-alignment between US and Indian interests are quite distinct.

Indian spineless handling of the Doklam standoff with China was not a as significant a setback to the US perception of India as compared to subsequent Indian dealing with China. Lionheart Narendra Modi at the Wuhan summit in April not only ignored Chinese construction activity in the Hamelin region rather sought a more conciliatory position with President Xi Jinping. Modi has desperately tried to reset relations with China, which had soured after the Doklam standoff. Modi even invited Chinese companies to invest and collaborate with India. New Delhi saw it more advantageous to stand neutral instead of becoming Washington’s counterweight to Beijing.

The Indian leadership neither feels threatened by China, due to the intervening high mountains of the Tibetan Plateau, nor willing to contest China militarily because of the apparent disparity of military and economic resources. India actually wants to end “Chinese influence” in South Asia and wants to punish smaller neighbors cooperating with China. The US was misled due to this little convergence of interests in South Asia forgetting that Indians are US competitors, not allies. Indians are optimistic that India, one of the largest by population and seventh-largest by land area, will soon be a superpower in a multipolar world. Why should they then be a junior partner to the United States? Indians have developed far to bigger ambitions in the region and beyond.

The BJP led Indian government also has a complicated relationship with Middle Eastern Muslim countries. India shares Israel’s perception that Muslims are a troubled community and a danger for world peace. The Indian ruling party also grossly ill-treats its Muslim community at home, however, it also successfully manipulates huge overseas employment quota from wealthy Middle Eastern Muslim countries.

India is the leading importer of Iranian oil, and a significant investor in Iran through its Chabahar Port project, so it has refused to give in to US demands. Likewise, the Indians have greatly benefited from the US presence in Afghanistan in trade, defense deals and diplomacy. However, when it comes to funding the war effort or contributing troops for peacemaking efforts in Afghanistan, it always spooked.

India does not intend to cease its arms imports from Russia. It is concluding a $5.5 billion purchase of the Russian S-400 long-range air-defense system despite US objections. Indian Defense Minister Nirmala Sitharaman claimed that India has “a time-tested relationship” with Russia and further reiterated that India only recognizes UN sanctions, not unilateral US sanctions. This incident clearly shows that the two countries’ interests are not aligned. Indians have also signed a MoU for the purchase of five nuclear power plants from Russia.

Backing India to counter China is a flawed US policy. India has neither the political will nor the capacity to contest China militarily. India uses the China card to milk the US and West and uses it against Pakistan and smaller countries in the region. The US will know true colors of India after she is able to joins Nuclear Supplier group or attain the membership of UN Security Council.

For the USA, the best bet is to improve relations with Pakistan and China and get over the fever of containing China which is neither practical nor necessary. China and Russia are also competitors  and not allies; hence will pose no significant threat to the interests of the United States in the foreseeable future.

Considering the continuous conflict of interests between Washington and New Delhi, and partly due to greater preoccupation with conflicts in the Middle East and East Asia, the Trump administration seems to have crystallized its relationship with India. The administration’s increased engagement with Pakistan on the issue of Afghanistan might have also come at the expense of Indo-US ties and  ouster of the “India office” from the Pentagon.

India is not the natural ally of the US; it is as clear as a midsummer sky. White House understands it earlier the better.
