باكستان تتحول إلى منطقة أعمال من خلال الممر الاقتصادي الصيني الباكستاني


قال وزير الشؤون البحرية الباكستاني، علي حيدر زيدي، إن بلاده تعمل على تحويل نفسها إلى منطقة أعمال مزدحمة على وجه السرعة عن طريق اغتنام الفرص التي يوفرها ميناء غوادار في إطار الممر الاقتصادي الصيني الباكستاني.

وخلال إلقائه كلمة في حفل افتتاح معرض غوادار لعام 2019، لفت الوزير إلى أن باكستان مفتوحة للمستثمرين وأن ميناء غوادار لديه إمكانات كبيرة ليكون مركزا للأعمال والتجارة نظرا لكونه بوابة للعالم وسيعود بالفائدة على باكستان وجيرانها والمنطقة.

وأوضح الوزير أن التقدم الذي يحرزه ميناء غوادار من شأنه أن يساهم في بدء نشاط تجاري من أعلى مستوى إلى أدنى مستوى في الاقتصاد المحلي في باكستان من خلال مساعدة الاقتصاد المحلي وتعزيز التصنيع.

وانطلق معرض غوادار لعام 2019، الذي عقدت دورته الأولى العام الماضي، في مدينة غوادار الساحلية بجنوب غربي البلاد، حيث يوفر منصة للتفاعل بين رواد الأعمال المحليين والأجانب، مما يزيد من آفاق التصدير عن طريق التفاعلات المثمرة بين رجال الأعمال فيما بينهم من جهة وبين رجال الأعمال والمستهلكين من جهة أخرى.

ووفقا لشركة الصين القابضة للموانئ الأجنبية، المشغلة لميناء غوادار، تشارك أكثر من 100 شركة في هذا الحدث، الذي يستمر يومين، حيث تفيد توقعات بأن نتاجا كبيرا سيتأتى جراء التفاعلات بين المشاركين.

وفي هذه المناسبة، قال رئيس مجلس إدارة شركة الصين القابضة للموانئ الأجنبية، تشانغ باو تشونغ، أن غالبية العارضين والمشاركين في المعرض هم من الشركات المعروفة المتخصصة في قطاعات مختلفة، بما في ذلك النسيج والتطوير العقاري والزراعة والخدمات اللوجستية والمستحضرات الدوائية وتصنيع الآلات.

وأفاد أن “العديد من المستثمرين الصينيين والشركات الباكستانية توصلوا إلى اتفاقات تعاون فيما بينهم حتى قبل انطلاق المعرض”، مضيفا أن المستثمرين الصينيين أخبروه أنه بوسعهم استيراد أكبر قدر ممكن من البضائع، مثل الرخام والأطعمة البحرية وغيرها من غوادار.

وذكر تشانغ في الحفل أن شركة الصين القابضة للموانئ الأجنبية والمستثمرين الصينيين الآخرين يركزون بشكل خاص على رفاه السكان المحليين في غوادار من خلال بناء المدارس والمستشفيات وخزانات المياه الصالحة للشرب وبدء مشاريع للحد من الفقر والمزارع الخضراء.

من جهته، قال رئيس هيئة ميناء غوادار، نصير خان كاشاني، إن جهود التنمية التي بُذلت في مختلف القطاعات خلال السنوات القليلة الماضية ستؤتي ثمارها قريبا مع مشاركة المستثمرين الأجانب والمحليين.

ولدى تعهده بتوفير أفضل التسهيلات للمستثمرين والتجار، أوضح كاشاني أن عملية منح الإعفاءات الضريبية للمستثمرين قد بدأت بالفعل وسيتم الانتهاء منها والموافقة عليها والإعلان عنها قريبا.

?Why India is Anxious about CPEC

          In the 21st century, China has emerged as a strong economy.  It has surpassed Japan and achieved the status of the world’s second-largest economy after America. In order to keep its huge economy lubricated China requires copious amounts of black crude.

 Thus, Chin has the great thirst for hydrocarbon resources especially Middle Eastern oil.  Regarding energy security, china is very curious because of the dominance of  America around the Middle East.  Along with it, the US has a strong hold on  the main sea lanes of  communication of the Indian and Pacific Oceans.  This, of course a dilemma for Beijing.
 
     The Strait of Malacca is under strong influence of the US, which is a very significant choke point in the Indo-Pacific Sea lane of communication, from where almost 80pc of crude oil transported to Chinese ports.  American presence around the strait is creating serious dilemma for China which is called “The Malacca Dilemma”. In order to deal with Malacca Dilemma china has initiated the Belt and road project in 2013 and under that project china has to develop six economic corridors under Belt and Road.

          The China-Pakistan Economic Corridor (CPEC) is known as flagship project of Chinese Belt and road Initiative (BRI) with Imran Khan’s visit to China in November last year the project is gaining new heights.  The newly elected government in Pakistan has vision to broaden the scope and level of CPEC development projects.  Agriculture and livestock and socio economic development are also included in the CPEC projects.  According to leading experts on geopolitics and geo-economics, CPEC is a game changer project for South Asia. It will change the  geopolitical as well as geostrategic landscape of south Asia and China will emergence as a key stakeholder of Indian Ocean Region and it will ultimately hurt the balance of  power in the  region especially it will a clear challenge for Indian hegemonic designs in the region.
 
If we critically analyze the situation regarding Chinese investments in Pakistan and other South Asia countries, India seems to be under extreme pressure.  India keeps a strict watch over china’s developments.  India is cautious and  suspicious enough over Chinese moves in Pakistan.  It is because of India china relations that the both countries are emerging economies and have not a good history in strategic realm.  Both have fought a war in 1962 and engaged in many skirmishes.  So under this background, India perceives china’s ventures in south Asia a threat thus pursuing antagonist diplomacy.

    It is attempting its best disrupt and damage China-Pakistan cordiality.  With Modi’s declared anti Pakistan policy, India was struggling to isolate Pakistan at regional and world levels.  However, as India got disappointment to observe that due to the construction of the CPEC, Pakistan was getting popular at the regional and world levels.  India does not want china to enhance its trade and investment in other countries through the connectivity to be facilitated by the CPEC.  Since India considers itself as a competitor to china at regional and world levels, it does not want china to further advance in economic diplomacy based on CPEC-related connectivity.
 
          Without the shadow of doubt, CPEC is the real competitor of India.  Indian strategic and economic ambitions are under challenge because of Chinese ventures in the region. Realistically speaking, Indian intelligentsia and policy making circles are not able to study the emerging scenario.  It will be highly favourable and fruitful for India if it joints CPEC.

        In fact it is an opportunity for India to boost its economy and uplift its deprived masses.  But it is quite infelicitous that India is looking towards the whole region with the optics of Saffron Terrorism and Arthashastra, which is clear and present danger for regional peace and stability.


2018: The Year of Balochistan

It is in response to the article “2018: Not Yet Balochistan’s Year”, written by Adnan Aamir, published in “The Friday Times” on December 28, 2018, which clearly seems part of the foreign propaganda campaign to create sense of deprivation among the Baloch People. Salient of the article are as under:-

The political drama was not yet to end in Balochistan. The rebel members of PML-N formed Balochistan Awami Party (BAP). The primary manifesto point of BAP was that decisions of Balochistan will be made in Balochistan, as opposed to Raiwand or Larkana. Detractors, however, alleged that BAP was created by the establishment to take full control of the affairs of Balochistan. BAP leaders in Balochistan’s government openly blamed the PML-N for preventing Balochistan from reaping the benefits of CPEC [China-Pakistan Economic Corridor]. Balochistan government made a strong case for the province in 8th Joint Coordination Committee (JCC) of CPEC. The provincial government demanded $500 million in socio-economic uplift projects and 10,000 scholarships for Balochistan, along-with several other infrastructure projects.

The year 2018 also witnessed the rise of Balochistan Liberation Army [BLA]–Aslam group. This Baloch insurgent group carried out a suicide blast targeting Chinese engineers in Dalbandin in August. Under the sub-title, Same Old Balochistan, Adnan wrote, nothing changed in Balochistan—Most problems of the province, such as security situation, power shortages, share in mineral resources and the CPEC, are under the ambit of the federal government. In fact, the main aim of the above article is to spread disinformation regarding the CPEC in a controversial and hidden style and to misguide the Baloch people against the federal government of Pakistan, while some foreign anti-Pakistan entities are already misguiding the general masses of the province. In this regard, by ignoring facts and ground realities, in one way or the other, Adnan Aami has became part of these external forces.

However, from the very beginning, terrorism-related terror attacks in Pakistan’s largest province of Balochistan have coincided with a continuous propaganda campaign against Pakistan’s federation and its security forces as part of the conspiracy—whose aim is also to incite the feelings of the Baloch people against the key institutes of the country. When during the Musharraf regime, with the Chinese assistance, Pakistan initiated the construction of Gwadar deep-seaport in the Balochistan province in March 2002; sirens went off in the capitals of foreign countries, especially of the US, India and Israel who took it as a threat to their global and regional plans. After the shift of the Great Game from Central Asia to Pakistan’s Balochistan, in the past, intelligence agencies of these countries, including British MI6 supported target killings, suicide attacks, hostage-takings, sectarian and ethnic violence, particularly kidnappings of the Chinese and Iranian nationals through the Baloch separatist elements.

Taking cognizance of the deteriorating situation of the Balochistan province, Pakistan’s political and military leaders started focusing their attention on the rapid development of Balochistan to redress the grievances of the people in order to castigate the conspiracy of the external enemies. In this regard, the then Prime Minister Yousuf Raza Gilani had declared 2012 the ‘Year of Balochistan.’ While in his address to a rally, leader of Pakistan Tehreek-e-Insaf (PTI) Imran Khan (Now Prime Minister) had apologized to the Baloch people for the national misgivings which were being manipulated by the foreign enemies of Pakistan. In the recent years, Pakistan’s civil and military leadership has made strenuous efforts to develop the infrastructure in Balochistan, providing the people employment opportunities to bring the Balochis in the mainstream of the country. In this regard, Pak Army has not only established schools and colleges in Balochistan, but also set up technical and industrial institutes in the province, besides giving military training to the youth.

Notably, the armed forces of Pakistan have successfully broken the backbone of the foreign-backed terrorists by the successful military operations Zarb-e-Azb and Radd-ul-Fasaad which have also been extended to other parts of the country, including Balochistan. And Pakistan’s primarily intelligence agency, ISI has broken the network of these terrorist groups by capturing several militants, while thwarting a number of terror attempts. But, in the recent past and during the election-campaign of 2019, blasts in Balochistan and other regions of the country showed that the US-led India, Afghanistan and Israel have again started acts of sabotage especially to weaken Pakistan and to damage the China-Pakistan Economic Corridor (CPEC) which is part of China’s One Belt, One Road (OBOR) initiative or BRI. Washington and New Delhi has already opposed this project. In a terror-related incident, at least 35 people were killed and 50 wounded in Kalaya area of Orakzai district in Hangu Pakistan.

Pakistan’s Law Enforcement Agencies (LEAs) on November 24, 2018 learned that attack was funded by India’s notorious RAW and Afghanistan’s intelligence agency National Directorate of Security (NDS). Earlier, LEAs arrested three alleged facilitators in connection with assault on Chinese Consulate in Karachi. Sources privy to LEAs disclosed that local facilitators had assisted the BLA’s terrorists in carrying out the appalling attack. The attack was “planned by banned BLA commander Aslam alias Achhu who was under treatment at Max Hospital in New Delhi, after being injured in an operation by Pakistani security forces near Sibi…Achhu had several times travelled to India from Afghanistan on fake passport”.  Recently, he died in India.

Markedly, with tactical support of CIA and Mossad, India is also using Afghan soil to destabilize Balochistan to slow down the growth of the CPEC and pulling Afghanistan away from joining the CPEC. In this respect, propaganda of external entities, followed by meetings and arranging protests in the US and some European countries such as UK and Geneva by the Baloch Sub-Nationalists against the integrity of Pakistan is also part of the same campaign to destabilize the country, especially Balochistan by criticizing Beijing and Islamabad in connection with the CPEC project.

On the eve of Chinese National Day on 30 Sep 2017, Free Balochistan Movement (FBM) headed by Harbyar, organized a protest rally in Gottingen, Germany. This has been done on the Indian sponsored false propaganda about China’s new colonialism and human rights violations in Balochistan. It was said in their statements that China and Pakistan nexus is aimed to turn Baloch demography into a minority.

In this regard, with the help of Baloch nationalist leaders who have taken refuge in western countries; these hostile elements have launched a false propaganda campaign by spreading disinformation about natural resources, progressive works and the CPEC. Thus, they are misguiding the Baloch people. The agents of CIA, RAW and Mossad are well-penetrated in various NGOs and human rights organizations which are being used for a malicious propaganda against Pakistan’s security forces. In this respect, on July 31, 2011, with the help of external elements, a rally was organised by Baloch Human Rights Council in UK, in front of the US Embassy in London, which raised false accusations such as inhuman torture and extrajudicial murder of the Baloch intellectuals by the inhuman actions of the Pakistani army.

On August 3, 2011, the then ISPR spokesman, Maj-Gen Athar Abbas, while rejecting human rights groups’ reports about Balochistan as a conspiracy against Pakistan, called for probing the funding of these organizations, as “this could be traced back to those forces which want to destabilize Pakistan.”

Baloch persons know that the Sardars who have been fighting for their own so-called status, prestige and influence, do not want to give up the old system of feudalism. Therefore, with the assistance of the US-led India and Israel, these anti-Pakistan entities are inciting them against Pak Army, Punjabis and the federation. Loyalist Baloch people are well-aware of the reality that they would be the real beneficiary of the CPEC. Completion of the CPEC-deep Gwadar seaport of Balochistan with an international airport at Gwadar and the roads infrastructure in Gwadar would link the communication networks of rest of the country to facilitate transportation of goods. When Gwadar seaport becomes fully operational, it would connect the landlocked Central Asian states with rest of the world. Gwadar project which is backbone of the CPEC will uplift the impoverished people of Balochistan by providing thousands of employment opportunities, especially to the less developed areas by redressing their grievances. The resulting prosperity in Balochistan would damp the separatist sentiments of the people, which the hostile elements, supported by Washington, New Delhi and Tel Aviv do not want.

It is worth-mentioning that since the government of the Balochistan province announced general pardon and protection to the Baloch militants as part of reconciliation process, many insurgents and their leaders have surrendered their arms and decided to work for the development of Pakistan and the province by including themselves in the mainstream of the country, and peace has been restored in the province. But, it is misfortune that some internal entities like Adnan Aamir are still misleading the Baloch people in accordance with the hidden agenda of some foreign powers who have been trying to destabilize Balochistan.

The people residing in Balochistan must remain loyal to Pakistan so as to thwart nefarious designs against the integrity of the country. Nonetheless, facts and ground realities endorse that ‘2018 was the year of Balochistan’.



عارف علوي: الممر الاقتصادي الباكستاني-الصيني مشروع القرن


قال الرئيس الباكستاني الدكتور عارف علوي بأن مشروع الممر الاقتصادي الباكستاني-الصيني مشروع القرن الذي يضع البلاد على خريطة الرخاء والتقدم، مؤكدا على ضرورة الاستفادة من الموارد المعدنية في البلاد.

جاءت تصريحات عارف علوي في مقابلته مع قناة تلفزيونية محلية.

وأعرب الرئيس عارف علوي عن ارتياحه حول السياسة الخارجية التي تبنتها حكومة حزب الإنصاف، مضيفا بأن الولايات المتحدة أدركت أهمية باكستان بسبب السياسة الخارجية الفعالة للحكومة الحالية.

السعودية ستنشيء مصفاة نفط بقيمة 10 مليارات دولار في باكستان

جوادر (باكستان) (رويترز) - قال وزير الطاقة السعودي خالد الفالح يوم السبت الماضي إن السعودية تعتزم إنشاء مصفاة نفط بقيمة عشرة مليارات دولار بميناء جوادر الباكستاني المطل على المحيط الهندي.

وتريد باكستان جذب استثمارات وغيرها من صور الدعم المالي لمواجهة أزمة العجز في ميزان المعاملات الجارية الذي تسبب فيه جزئيا ارتفاع أسعار النفط. وعرضت السعودية على باكستان العام الماضي حزمة بقيمة ستة مليارات دولار تضمنت دعما لتمويل واردات الخام.

وقال الفالح للصحفيين في جوادر إن السعودية تسعى لجعل النمو الاقتصادي لباكستان مستقرا من خلال تأسيس مصفاة نفط وإقامة شراكة مع باكستان من خلال الممر الاقتصادي بين الصين وباكستان.

وأضاف أن ولي العهد السعودي محمد بن سلمان سيزور باكستان في شهر فبراير لتوقيع الاتفاق. وتابع قائلا إن السعودية ستستثمر كذلك في قطاعات أخرى.

وقال وزير البترول الباكستاني غلام سرور خان "بإنشاء مصفاة نفط في جوادر ستكون السعودية شريكا مهما في الممر الاقتصادي بين الصين وباكستان".

وكانت وكالة الأنباء السعودية ذكرت أن الفالح أجرى محادثات، مع خان ووزير الموانئ علي زيدي خلال زيارة إلى ميناء جوادر يوم السبت الماضي، بشأن التعاون في مجالات التكرير والبتروكيماويات والتعدين والطاقة المتجددة.

وأضافت الوكالة أن الزيارة استهدفت "بحث الترتيبات النهائية لتوقيع مذكرات التعاون والتفاهم والاستثمار في مجالات التكرير" ومجالات أخرى.

ومنذ وصول حكومة رئيس الوزراء الباكستاني عمران خان إلى السلطة في أغسطس، حصلت باكستان على حزم مساعدات اقتصادية من السعودية والإمارات والصين.

خان: باكستان تسعى لجذب الاستثمارات الأجنبية في مختلف المجالات


أكد رئيس الوزراء الباكستاني عمران خان بأن باكستان تتخذ الإجراءات الفعالة بما فيها الإصلاحات الضريبية لخلق البيئة المواتية، وذلك لجذب الاستثمارات الأجنبية في مختلف المجالات في البلاد.

جاءت تصريحات رئيس الوزراء عمران خان في كلمته في حفل عقد بمناسبة إنشاء مصنع لتصنيع السيارات في إطار المشروع المشترك بين باكستان و الصين.

وقال بأن حكومته بدأت بالإصلاحات الهيكلة لمخاطبة القضايا من سوء الإدارة ومكافحة الفساد، وذلك بهدف خلق البئية المواتية للتجارة في البلاد.

وأضاف بأن الحكومة تضمن حكم الرشيد، وتوفير أفضل التسهيلات والحوافز للمستمثرين الأجانب للاستثمار في البلاد.

وأشار إلى أن ميناء جوادر الباكستاني يعد ثاني أعمق ميناء في المنطقة الذي يوفر وصولاً إلى الصين وجمهوريات آسيا الوسطى.

وقال عمران خان بأن الممر الاقتصادي الباكستاني الصيني سيخدم كحافز ضخم للمستمثرين الأجانب الذين يمكن أن يستثمروا في كثير من المجالات بما فيها الطاقة والبنية التحتية والمعادن والتنقيب عن النفط والغاز وقطاع الإسكان.

CPEC – Regional Connectivity

          Chin-Pakistan Economic corridor (CPEC) is a framework of regional connectivity CPEC will not only benefit china and Pakistan but will have positive impact on Iran, Afghanistan, India, Central Asia Republic and the region.

  As a pilot project of belt and road initiative which focuses on connectivity and cooperation to promote common prosperity the CPEC is a win-win proposition for Pakistan and the region.  The enhancement of geographical linkages having improved road, rail and air transportation system with frequent and free exchanges of growth and people to people contact enhancing understanding through academic, cultural and regional knowledge and culture, activity of higher volume of flow of trade and businesses, producing and moving energy to have more optimal business and enhancement of co-operation by win-win model will result in well connected.

  Integrated region of shared destiny, harmony and development.  It is perceived that the CPEC will turn Pakistan into a bigger economy (125th largest by 2025 and 20th by 2030).

 This the hard reality, however, more importantly only an economist can differentiate between a foreign loan and investment and their respective impacts on Pakistan’s economy. So it is important to clearly state that out of the $63 billion to be injected into the CPEC about $48 billion will be in the  form of investment in commercial projects by Chinese companies in Pakistan which will not increase the latter’s external debt liability.

  Which means Pakistan’s loan would be  only about $15 billion.  Besides, Gwadar Port in Pakistan and its allied infrastructure would bring about a “sea change” in the Arabian Sea.

 The CPEC will establish all-weather connectivity between Gwadar and Kashgar in China’s Xinjiang Uygur autonomous region.  And surrounding areas and the ground are being development to ensure the CPEC brings prosperity to the region.

          It is stated that the CPEC will open doors to immense economic opportunities not only to Pakistan but will physically connect China to its markets in Asia, Europe and beyond as well. Almost 80% of the china’s oil is currently transported from Strait of Malacca to shanghai (distance is almost 16,000 km and takes 2-3 months) with Gwadar becoming operational the distance would reduce to less than 5,000 km. According to china Daily, if all goes well and on schedule the 21 agreements on energy including gas, coal and solar energy, these projects would provide up to 16,400 MW of energy altogether. As part of infrastructure projects worth approximately $11 billion and 1,100 kilometer long motorway will be constructed between the cities of Karachi and Lahore while the Karakoram Highway between Rawalpindi and the Chinese border will be completely reconstructed and overhauled.

 The Karachi-Peshawar main railway line will also be updated to allow for train travel at up to 160 kilometers per hour by December 2019. Pakistan’s railway network will also be extended eventually connect to China’s Southern Xinjiang Railway in Kashgar.

          A network of pipelines to transport liquefied natural gas and oil also be laid as  part of the project including a $2.5 billion pipeline between Gwadar and Nawabshah to transported gas from Iran. Oil from the Middle East could be offloaded at Gwadar and  transported to china through the corridor,  cutting  the current 12000 km journey to 2395 km.  It will act as a bridge for the new Maritime Silk route that envisages linking 3 billion people in Asia, Africa and Europe part of a trans-Eurasian project.

  When fully operational. Gwadar will promote the economic development of Pakistan and become a gateway for Central Asia countries, including Afghanistan, Uzbekistan linking Sri Lanka, Iran and Xinjiang to undertake marine transport.  Over $33 billion worth of energy infrastructure will be constructed by private consortia to help alleviate Pakistan’s chronic energy shortages which regularly amount to over 4500 MW and have shed an estimated 2-2.5% off Pakistan’s annual GDP.  With approximately $33 billion expected to be invested in energy sector projects power generation assumes an important role in the CPEC project.  Over 10,400 MW of  energy generating capacity is to be developed between 2018 and 2020 as part of the  corridor’s fast-tracked “Early Harvest” projects.

The region of Baltistan is known for its fresh fruit exports like cherries, apricot and apples so the CPEC will be a game changer by opening business opportunities for  the region’s traders. The will provide local traders with an advantage and help them double their sales by tremendous saving in cost of transportation.

 Presently, fruits are  being exported through air-cargo via Dubai it would be faster and cheaper if the same could be sent by road to china via Xinjiang. Tourism which currently makes up an insubstantial part of our earnings is believed to be elevated by opening of this economic corridor. The CPEC some believe will also boost tourism in the 73000 square km region.  The region is considered to be a mountaineer’s paradise since it is home of five of the ‘eight-thousands’ (peaks above 8000 meters), as well as more than 50 mountains over 7000 meters.  It is also home to the world’s second highest peak K2 and the Naga Parbat.  K2 is the second highest Mount on Earth after Mount Everest.  It is located on the border between Baltistan in the Gilgit-Baltistan region of Pakistan and the Taxkorgan Tajik Autonomous country of Xinjiang, China.

          However, the CPEC has faced criticism and negative publicity since its inception from countries that feel threatened by the rise of Pakistan and china.  And since investment in future projects depends largely on the assessments of their potential negative narratives could make it difficult to realize the full potential of the CPEC.

  The  findings of an online survey by Pakistan- China institute to “assess the perception and  awareness of respondents with regards to various impacts and challenges that Pakistan will face in its association with the CPEC” reinforces “the supposition that people are not at par with the reality of CPEC” to some extent. Therefore the Pakistani government needs to identify the shortcomings of its policies and take remedial measures so as to present the true picture of the CPEC because its opponents are using all the media tools especially social media to paint the CPEC ina negative light. It is necessary for Pakistan to establish a media team that can efficiently publicize what the CPEC really stands for by conducting evidence-based research on the CPEC engaging all segments of the media and academia to publicize the importance of the CPEC at the  national level to help the people to understand that its trickle-down effects will raise the living standards of the common peoples of Pakistan highlighting CPEC’s role in the international arena to attract more investment to Pakistan ensuring the press releases on CPEC activities are issued in time creating and training a group of people to write articles for media outlets highlighting the CPEC’s benefits and refuting the defaming  campaigns and publishing weekly newsletters and quarterly, bi-annual and  annual magazines/journals for stakeholders, academia, students, researchers and the  business community.

          Besides, the Pakistani government must not forget that china invested in the  CPEC at a time when Pakistan faced severe energy shortage which slowed its economic growth and increased extremism and terrorism. The CEPEC energy projects have almost ended the decade-long chronic electricity shortfall within 32 months.  Many countries have achieved progress and prosperity after doing away with their geostrategic policies and focusing on geo-economic realities.  Thanks to china, Pakistan has now realize the importance of geo-economic realities through the huge influx of CPEC related direct investment which will define and decide the destiny of generations of Pakistanis. Therefore, it is moral, social and national obligation of people of Pakistan to serve and secure the CPEC with all its manifestations.

Fearing debt trap, Pakistan rethinks Chinese ‘Silk Road’ projects

ISLAMABAD: After lengthy delays, an $8.2 billion (£6.2 billion) revamp of a colonial-era rail line snaking from the Arabian Sea to the foothills of the Hindu Kush has become a test of Pakistan’s ability to rethink signature Chinese “Silk Road” projects due to debt concerns.

The rail megaproject linking the coastal metropolis of Karachi to the northwestern city of Peshawar is China’s biggest Belt and Road Initiative (BRI) project in Pakistan, but Islamabad has baulked at the cost and financing terms.

Resistance has stiffened under the new government of populist Prime Minister Imran Khan, who has voiced alarm about rising debt levels and says the country must wean itself off foreign loans.

“We are seeing how to develop a model so the government of Pakistan wouldn’t have all the risk,” Khusro Bakhtyar, a minister in Pakistan’s planning ministry, told reporters recently.

The cooling of enthusiasm for China’s investments mirrors the unease of incoming governments in Sri Lanka, Malaysia and Maldives, where new administrations have come to power wary of Chinese deals struck by their predecessors.

Pakistan’s new government had wanted to review all BRI contracts. Officials say there are concerns the deals were badly negotiated, too expensive or overly favoured China.

But to Islamabad’s frustration, Beijing is only willing to review projects that have not yet begun, three senior government officials have told.

China’s Foreign Ministry said, in a statement in response to questions faxed that both sides were committed to pressing forward with BRI projects, “to ensure those projects that are already built operate as normal, and those which are being built proceed smoothly”.

Pakistani officials say they remain committed to Chinese investment but want to push harder on price and affordability while re-orientating the China-Pakistan Economic Corridor (CPEC) – for which Beijing has pledged about $60 billion in infrastructure funds – to focus on projects that deliver social development in line with Khan’s election platform.

China’s Ambassador to Pakistan, Yao Jing, told that Beijing was open to changes proposed by the new government and “we will definitely follow their agenda” to work out a roadmap for BRI projects based on “mutual consultation”.

“It constitutes a process of discussion with each other about this kind of model, about this kind of roadmap for the future,” Yao said.

Beijing would only proceed with projects that Pakistan wanted, he added. “This is Pakistan’s economy, this is their society,” Yao said.

Islamabad’s efforts to recalibrate CPEC are made trickier by its dependence on Chinese loans to prop up its vulnerable economy.

Growing fissures in relations with Pakistan’s historic-ally the United States have also weakened the country’s negotiating hand, as has a current account crisis likely to lead to a bailout by the International Monetary Fund, which may demand spending cuts.

“We have reservations, but no other country is investing in Pakistan. What can we do?” one Pakistani minister said.

CRUMBLING RAILWAYS

The ML-1 rail line is the spine of the country’s dilapidated rail network, which has in recent years been edging towards collapse as passenger numbers plunge, train lines close and the vital freight business nosedives.

Khan’s government has vowed to make the 1,872 km (1,163 mile) line a priority CPEC project, saying it will help the poor travel across the vast South Asian nation.

But Islamabad is exploring funding options for CPEC projects that depart from the traditional BRI lending model – whereby host nations take on Chinese debt to finance construction of infrastructure – and has invited Saudi Arabia and other countries to invest.

One option for ML-1, according to Pakistani officials, is the build-operate-transfer (BOT) model, which would see investors or companies finance and build the project and recoup their investment from cashflows generated mainly by the rail freight business, before returning it to Pakistan in a few decades time.

Yao, the Chinese envoy, said Beijing was open to BOT and would “encourage” its companies to invest.

Rail mega-projects under China’s BRI umbrella have run into problems elsewhere in Asia. A line linking Thailand and Laos has been beset by delays over financing, while Malaysia’s new Prime Minister Mahathir Mohamad outright cancelled the Chinese-funded $20 billion East Coast Rail Link (ECRL).

Beijing is happy to offer loans but reticent to invest in the Pakistan venture as such projects are seldom profitable, according to Andrew Small, author of a book on China-Pakistan relations.

“The problem is that the Chinese don’t think they can make money on this project and are not keen on BOT,” said Small.

OFF-BOOKS DEBT

During President Xi Jinping’s visit to Pakistan in 2015, the ML-1 line was placed among a list of “early harvest” CPEC projects that would be prioritized, along with power plants urgently needed to end crippling electricity shortages.

But while many other projects from that list have now been completed the rail scheme has been stuck.

Pakistani officials say they became wary of how early BRI contracts were awarded to Chinese firms, and are pushing for a public tender for ML-1.

Partly to help with price discovery, Pakistan asked the Asian Development Bank (ADB) to finance a chunk of the rail project through tendering. The ADB began discussions on a $1.5-2 billion loan, but China insisted the project was “too strategic”, and Islamabad kicked out the ADB under pressure from Beijing in early 2017, according to Pakistani and ADB officials.

“If it’s such a strategic project then it should be a viable project for them to finance on very concessional terms or invest in?” said one senior Pakistani official familiar with the project, referring to the BOT model.

China’s foreign ministry said Beijing was engaged in “friendly consultations” with Pakistan on the rail project. Chinese companies participated in BRI projects in an open and transparent way, “pooling benefits and sharing risks”, it said.

Analysts say Pakistan will struggle to attract non-Chinese investors into the project, which may force it to choose between piling on Chinese debt or walking away from the project.

In 2017, Pakistan turned down Chinese funding for a $14 billion mega-dam project in the Himalayas due to cost concerns and worries Beijing could end up owning a vital national asset if Pakistan could not repay loans, as occurred with a Sri Lankan port.

Khan’s government chafes at several Chinese intercity mass transport projects in Punjab, the voter heartland of the previous government, which now need hundreds of millions of dollars in subsidies every year.

They also fume about the risk of accumulating off-books sovereign debt through power contracts, where annual profits of above 20 percent, in dollar terms, were guaranteed by the previous administration.

With the ML-1 line, there are also those who harbour doubts closer to home, including the previous government’s finance minister, Miftah Ismail, who said his ministry had always had concerns about its viability.

“When people say it’s a project of national importance, that usually means it makes no sense financially,” he said.

واضاف بأن هذا المؤتمر يأتى فى توقيت مهم لتعزيز أوجه الشراكة والتعاون بين مصر وباكستان فى إطار مبادرة الحزام والطريق التي أطلقها الرئيس الصيني شي جين بينج، مشيراً إلى أن قناة السويس المصرية وميناء جوادار الباكستاني من أهم الموانئ على طريق الحرير البحرى وهو ما يمثل فرصة هائلة لتعزيز سبل التعاون بين مصر وباكستان في مجالات التبادل التجاري.

واشار إلي أن مصر وباكستان تتمتعان بمزايا هائلة تمكن البلدين من تحقيق نمو وتكامل اقتصادي ضخم حيث تشغل مصر موقع جغرافي متميز بين قارتي أسيا وإفريقيا وتقع باكستان في قلب قارة آسيا، مشيراً إلى أن الحكومة المصرية تسعى لتعزيز التعاون مع باكستان خاصةً في مجالات الاتصالات والملاحة، والمجال المصرفى، والتأمين، وتكنولوجيا المعلومات والتجارة الدولية.

و تتطلع الدولتان لتحقيق تعاون مشترك من خلال ربط قناة السويس مع ميناء "جوادار" الباكستاني على غرار الممر التجاري الرابط بين الصين وباكستان والذى ساهم في مضاعفة حركة التجارة بين البلدين.

وقالت الدكتورة هالة السعيد وزيرة التخطيط والاصلاح الاداري إن مصر استطاعت قطع شوطاً كبيراً خلال فترة وجيزة وحرجة للغاية أنجزت خلالها العديد من الإصلاحات الهيكلية في الاقتصاد وحل العديد من المعوقات من جذورها لوجود بعض المشاكل والتي تمثلت في اعتمادنا على سعر صرف مُدار إلى حد كبير لذلك تم الاتجاه إلى تنفيذ خطة الإصلاح الاقتصادي.

ومن جانبه، أكد مخدوم خسرو، وزير التخطيط والتنمية والإصلاح الباكستانى، على أهمية التجربة المصرية فيما يخص البنية التحتية، داعيًا إلى تفعيل أوجه التعاون المشترك في هذا المجال نظرا لحاجة باكستان الى الاستثمار في هذا الصدد.

وأوضح أن المؤتمر يستهدف تعريف مجتمع الأعمال المصري بفرص التعاون المشتركة، وتسهيل إقامة شراكات بين الجانب المصري والباكستاني.

أكدت باكستان التزامها بتنفيذ مشروع الممر الاقتصادي المشترك مع الصين، موضحة في الوقت ذاته بأن هذا المشروع مرتبط بمصلحتها الوطنية ولن يتغير بتغير الحكومة المدنية لديها.

 جاء ذلك على لسان وكيلة وزارة الخارجية الباكستانية تهمينة جنجوعة خلال لقاءها اليوم في إسلام آباد وفداً إعلامياً من الصين.

ويهدف مشروع الممر الاقتصادي الباكستاني الصيني إلى ربط المدن الصناعية في جنوب غرب الصين بالموانئ الباكستانية المطلة على البحر العربي وخصوصاً ميناء "جوادر"، ويجري العمل عليه باستثمارات صينية تصل إلى 62 مليار دولار لمد خطوط برية سريعة وخط حديدي ومشاريع صناعية ملحقة به.
